Rural EnergyOutside the industrialized nations where modern economies are fueled by commercial energy, the bulk of the world's population depends heavily on traditional energy sources such as crop residues, biomass, wood fuel, charcoal and animal power. Without access to commercial energy billions of these people are unable to find their way out of poverty in a vicious cycle where economic growth depends heavily on access to commercial energy and access to commercial energy depends on the ability to pay. Many of the world's rural people have neither. CORE International specializes in innovative solutions to the rural energy conundrum. Our three prong approach (1) cuts costs, (2) increases ability to pay, and (3) provides needed capital. We focus on cutting costs by helping governments develop laws, policies, regulations and standards designed specifically for rural energy; increasing incomes so that people can afford the energy by finding productive uses for energy and developing household use around it; and, developing creative financing mechanisms and funds to provide appropriate rural credit. CORE is active in the Global Village Energy Partnership (GVEP). We have assisted Zambia become one of the first countries to establish a GVEP working committee and program. We have closely worked with the Southern African Power Pool (SAPP) and its member utilities in developing unique opportunities to cost effectively address rural electrification. CORE is also active in South Asia on distribution reform with an eye to increasing access of modern commercial energy to rural areas.
